The Communication Authority of Kenya (CA) has reportedly requested the United Nations’ assistance in regulating Elon Musk’s Starlink satellite internet constellation. Kenya’s appeal to the UN underscores the need for international cooperation in addressing emerging technological issues.

The Kenyan government’s growing concerns regarding the impact of space technology on national sovereignty and global governance have brought about the development of judiciously regulating foreign investment in African soil.

Recall Starlink was launched by SpaceX in 2019 with the sole purpose of providing global internet connectivity through a network of low-Earth orbit satellites.

While promising high-speed internet to Africans, Kenya and other countries have raised concerns about Starlink’s rapid deployment on the continent without international coordination. Chad is now among the African countries to embrace Starlink’s satellite internet broadband connectivity.

However, Kenya’s largest telecom company, Safaricom, is concerned about the potential disruption and competition posed by Starlink. Safaricom fears that Starlink’s entry into the market could erode its market share and revenue which explains why CA is keen to regulate foreign investors while protecting the locales.

Safaricom believes that satellite internet providers like Starlink should be required to partner with existing local mobile network operators. The Kenyan regulatory system needs the UN guidance on regulating Starlink because its regulatory landscape for satellite internet providers in Kenya is still evolving.

There are concerns about how to regulate these new technologies and ensure that they comply with existing laws and regulations. Kenya may be seeking the UN’s help to establish a clear regulatory framework for satellite internet services.

The UN provides a platform for countries to discuss and collaborate on issues of global importance. Kenya is keen on the UN’s help to develop international standards and best practices for regulating satellite internet services.

The UN can play a crucial role in developing global norms and standards for satellite internet services, ensuring consistency and fairness across different countries.

Satellite internet providers like Starlink raise questions about digital sovereignty and the ability of countries to regulate the flow of information within their borders and Kenya is keen on protecting its jurisdiction.

The Kenyan government regulation backed by the UN mandate could create a more competitive market, potentially leading to lower prices, improved service quality, and faster speeds for consumers.
