Meta Faces UK Scrutiny Over WhatsApp Data Request Compliance

Britain’s communications regulator, Ofcom, said on Friday that it has opened an investigation into Meta Platforms over information the company provided about WhatsApp as part of one of Ofcom’s market reviews.

Ofcom said it conducted a review last year of the wholesale market for business bulk SMS messages, which are commonly used for services such as appointment reminders and parcel delivery notifications. The regulator added that the evidence suggests the information submitted by Meta in response “may not have been complete and accurate.”

In response, a Meta spokesperson said the company takes its regulatory obligations seriously and devotes “significant resources” to answering information requests. The spokesperson added in an emailed statement that Meta will cooperate fully with Ofcom’s investigation.

The important aspect of the inquiry consists of the investigation’s focus on data Meta submitted to Ofcom during its 2025 assessment of the business bulk SMS wholesale sector.

The allegation, according to Ofcom, is that there may not have been “complete and accurate” data provided by Meta based on preliminary evidence.

Under the UK’s regulatory framework, companies are required to respond to information requests, and providing inaccurate data can lead to enforcement actions, including substantial fines.

According to a Meta spokesperson, the company has devoted “significant resources” to fulfilling these obligations, takes its regulatory responsibilities seriously, and plans to cooperate fully with the investigation.
