Russia has sharply escalated its long fight with Telegram by charging founder Pavel Durov with facilitating terrorism and placing him on an international wanted list. The move turns a platform-moderation dispute into a major legal and geopolitical confrontation involving one of the world’s most important messaging apps.

Reuters reported, citing Interfax and Russia’s Federal Security Service, that the FSB alleges Telegram failed to remove channels, chats and bots used by Ukrainian special services and terrorist groups to recruit people, coordinate sabotage, conduct cyber fraud and organise attacks inside Russia. The charges are being brought under Russia’s terrorism facilitation law, and Durov could face life imprisonment if convicted.

The case is politically loaded from the start. Telegram is used heavily inside Russia, Ukraine and across the wider post-Soviet information space. Russian officials, military bloggers, opposition voices, Ukrainian channels and ordinary users all rely on it. That makes the Kremlin’s move complicated. Moscow is accusing Telegram of enabling threats to Russian security while still depending on the same platform for official messaging, propaganda and war-related communication.

AP reported that the FSB specifically accused Ukrainian intelligence of using Telegram to recruit Russians for sabotage and violence, including through bots and channels. Telegram had not commented on the Russian charges at the time of AP’s report. The company has long argued that it supports free speech and privacy, while governments in several countries have accused it of moving too slowly against criminal, extremist and abusive activity.

Durov’s legal problems are not limited to Russia. He was arrested in France in 2024 and later placed under judicial supervision over allegations linked to Telegram’s moderation of criminal activity, including child exploitation and drug trafficking. A recent TechBooky article on Telegram’s rising data sharing with law enforcement showed how the company had already started adjusting its posture after that French case. Russia’s charges now add another layer, but from a very different political direction.

The contrast is striking. Western authorities have pressured Telegram over criminal abuse and moderation failures. Russia is now using terrorism accusations tied to the war with Ukraine. In both cases, the core issue is similar: how much responsibility should a messaging platform and its executives carry for what users organise through the app? The answer depends heavily on the country asking the question, and on whether the platform is seen as a public-safety problem, a free-speech tool or a threat to state control.

For Telegram users, the immediate effect may be uncertainty rather than a sudden service change. Durov lives outside Russia and also holds French and UAE citizenship, so Moscow’s ability to arrest him directly is limited unless he travels to a cooperative jurisdiction. But an international wanted listing can still complicate travel, partnerships and investor confidence, especially as Telegram continues expanding into payments, crypto-linked services and AI integrations.

The case also lands at a time when digital platforms are being pushed into harder moderation choices everywhere. AI deepfakes, encrypted messaging, bot networks, political organising and cybercrime are forcing governments to demand more control. Telegram has always positioned itself as more resistant to that pressure than many rivals. Russia’s terrorism charge is the most aggressive test yet of how far that resistance can go when a state decides the platform itself has become part of the security problem.
