
South Korea is treating artificial intelligence less like a luxury subscription and more like public infrastructure. The country’s science ministry has selected three consortia led by SK Telecom, KT and Kakao to build free AI services for the public, a move that could become a model for how governments approach AI access in the next few years.
Yonhap reports that the Ministry of Science and ICT selected the groups on Friday after reviewing six bidders. The plan is to provide general-purpose chatbot services and public-service AI agents built around Korean AI models, with the ministry expected to sign agreements in September and launch the services by the end of the year.
The Korea Times says the selected operators will receive a total of 512 Nvidia B200 GPUs this year, while the government is expected to help cover operating costs from 2027. That hardware detail matters because AI access is now largely a compute question. A public AI service cannot work at national scale unless the state can help secure enough GPUs, hosting capacity and model infrastructure.
The political message is also clear. South Korea does not want its citizens, schools, small businesses and public agencies to depend only on U.S. or Chinese AI platforms. By using local companies and Korean models, the country is trying to build a version of AI sovereignty that ordinary citizens can actually touch, not just a strategy document for policymakers.
The public-service agent angle may be the most important part. If properly implemented, AI could help citizens handle government forms, taxes, welfare eligibility, education support, appointments and public information. That is a very different use case from asking a chatbot to write an email. It puts AI inside daily civic life.
There are risks. Government AI services need strong privacy rules, accuracy checks, human appeal routes and clear disclosure when citizens are interacting with an automated system. A wrong answer from a public AI agent can affect benefits, taxes, immigration, healthcare or business compliance. That makes reliability and accountability more important than flashy demos.
Still, the direction is significant. Most countries are watching AI companies build subscription products. South Korea is asking whether some level of AI access should be guaranteed as part of digital citizenship. That question will eventually reach Africa too, where AI could support public services but where compute, language coverage and connectivity remain uneven.
This is why the story connects to the wider AI infrastructure race. Nvidia’s latest numbers show how expensive the compute layer has become, and recent African AI cloud projects show that regions outside the U.S. and China are trying to secure their own capacity. South Korea is taking that logic one step further by connecting national compute plans directly to citizens.
If the project works, it could change how governments think about AI. Instead of only regulating private AI tools, states may begin offering public AI services of their own. That would turn the AI race from a company-versus-company fight into a question of national digital capacity.
